Tenders Now Closed For Allora Pool Operator
Unfortunately for Allora the current Lessee/operator Andrew Fidge of the Allora Swimming Pool did not apply for the Contract beyond March 2024. Andrew had a 2 year option but has been advised that the option has been withdrawn.
This is a huge loss for Allora and the local swimming club as Andrew trained an enthusiastic group of swimmers with some he believes could make the Olympics. Andrew has been supporting Southern Downs Swimming for 19 years and this year was awarded the Country Coach of the Year.
The Allora Advertiser approached Southern Downs Regional Council (SDRC) for comments from Mayor Pennisi on the details of the decision to seek expressions of interest for tenders and the reasons for that decision.
Not satisfied with the response from “a spokesperson” the Allora Advertiser asked Mayor Pennisi directly for a response.
The reply from Mayor Pennisi
“The current tender acknowledges that the existing operator at the Allora Pool has through to March 2024, and as such, a prospective tender would only pick this site up after that time. If the existing operator is seeking to extend their tenure with Council beyond March 2024, then they are encouraged to participate in this process to ensure we don’t need to do this again next year, which would take time and come at a cost.
The tender process is also something that is triggered by the Local Government Act and Regulations, and as such, Council is ensuring that it meets its statutory obligations whilst also ensuring it meets those requirements set down around the sound contracting principles, which are—
(a) value for money;
(b) open and effective competition;
(c) the development of competitive local business and industry;
(d) environmental protection; and
(e) ethical behaviour and fair dealing

The Request for Tender was extended through to Sunday 4 June 2023 and the process is now subject to an evaluation. Council will decide the outcome shortly at a future meeting.
